Igor Sechin was born in Leningrad on September 7, 1960. He grew up in a working-class family.

Igor Sechin enrolled at Leningrad University in 1977. At the Faculty of Philology, A. Zhdanova. He got a certificate as a philologist, novelist, and French and Portuguese instructor at the completion of his schooling.
Sechin worked for the Tekhnoexport international trade organisation after serving in the army.
